43 APPROPRIATION FOR THE PROGRAM IS REDUCED BY THE AMOUNT OF THE
44 FEDERAL MONEYS RECEIVED.".

49 (1) For the implementation of this act, the general fund appropriation

52 Revised Statutes, for the fiscal year beginning July 1, 2014, is decreased
53 by $700,000.
54 (2) In addition to any other appropriation, there is hereby

1 beginning July 1, 2014, the sum of $700,000, or so much thereof as may

After consideration on the merits, the Committee recommends that HB14-1301 be
amended as follows, and as so amended, be referred to the Committee on Appropriations
with favorable recommendation.

Amend reengrossed bill, page 4, line 9, strike "program." and substitute
"program - repeal.".

Page 4, line 23, after "(3.5)" insert "(a)".

Page 4, after line 25 insert:
"(b) (I) NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (a)
OF THIS SUBSECTION (3.5), FOR THE STATE FISCAL YEAR COMMENCING
JULY 1, 2014, ALL OF THE GRANTS AWARDED MUST BE FOR
NONINFRASTRUCTURE PROGRAMS.
(II) THIS PARAGRAPH (b) IS REPEALED, EFFECTIVE JULY 1, 2015.".

Page 4, strike line 26 and substitute:
"(5) (a) FOR THE FISCAL YEAR COMMENCING JULY 1, 2014, IF THE
