ANY PARTISAN POLITICAL ORGANIZATIONS OR IDEOLOGICALLY DRIVEN
POLITICAL INTEREST GROUPS WHO WOULD USE THE CENSUS GATHERING
PROCESS TO RESHAPE THE ELECTORAL LANDSCAPE.".
