1 HB21-1115 be amended as follows, and as so amended, be referred to
2 the Committee of the Whole with favorable
3 recommendation:

5 Amend printed bill, strike everything below the enacting clause and
6 substitute:

8 "SECTION 1. In Colorado Revised Statutes, 25-1-508, add (7),
9 (8), and (9) as follows:
10 25-1-508. County or district boards of public health - public
11 health directors. (7) MEMBERS OF A COUNTY BOARD OF HEALTH OR A
12 DISTRICT BOARD OF HEALTH SHALL ATTEND ANNUAL PUBLIC HEALTH
13 TRAINING PROVIDED BY THE DEPARTMENT OF PUBLIC HEALTH AND
14 ENVIRONMENT AND DEVELOPED BY THE DEPARTMENT OF PUBLIC HEALTH
15 AND ENVIRONMENT ALONG WITH THE COLORADO SCHOOL OF PUBLIC
16 HEALTH.
17 (8) THE DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT
18 SHALL PROVIDE GUIDANCE ON RECRUITING PERSONS WHO ARE ELIGIBLE
19 AND WILLING TO SERVE ON COUNTY AND DISTRICT BOARDS OF HEALTH.
20 THE DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT SHALL PROVIDE
21 THE GUIDANCE IN AN ELECTRONIC FORMAT TO ANY BOARD OF COUNTY
22 COMMISSIONERS, COUNTY BOARD OF HEALTH, OR DISTRICT BOARD OF
23 HEALTH THAT REQUESTS IT.
24 (9) CHANGES TO THIS SECTION MADE BY HOUSE BILL 21-1115,
25 ENACTED IN 2021, TAKE EFFECT JANUARY 1, 2022.

27 SECTION 2. Act subject to petition - effective date. This act
28 takes effect at 12:01 a.m. on the day following the expiration of the
29 ninety-day period after final adjournment of the general assembly; except
30 that, if a referendum petition is filed pursuant to section 1 (3) of article V
31 of the state constitution against this act or an item, section, or part of this
32 act within such period, then the act, item, section, or part will not take
33 effect unless approved by the people at the general election to be held in
34 November 2022 and, in such case, will take effect on the date of the
35 official declaration of the vote thereon by the governor.".

Amend reengrossed bill, page 2, line 6, strike the first "HEALTH" and substitute
"HEALTH, ALONG WITH THE MEMBERS OF THE STATE BOARD OF HEALTH,".

Page 2, strike lines 7 through 10 and substitute "TRAINING, DEVELOPED AND
PROVIDED BY THE DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT AND
THE DIRECTOR OF THE OFFICE OF EMERGENCY MANAGEMENT CREATED IN
SECTION 24-33.5-705, CONCERNING THE ROLE OF A BOARD OF HEALTH IN
PREPARING FOR, RESPONDING TO, AND RECOVERING FROM AN EMERGENCY
DISASTER.".

Page 1, line 103, strike "COUNTY AND DISTRICT" and substitute "STATE,
COUNTY, AND DISTRICT".
