7 (c) "RURAL SCHOOL DISTRICT" MEANS A SCHOOL DISTRICT IN
8 COLORADO THAT THE DEPARTMENT DETERMINES IS RURAL, BASED ON THE
9 GEOGRAPHIC SIZE OF THE SCHOOL DISTRICT AND THE DISTANCE OF THE
10 SCHOOL DISTRICT FROM THE NEAREST LARGE, URBANIZED AREA, AND THE
11 TOTAL STUDENT ENROLLMENT IS SIX THOUSAND FIVE HUNDRED STUDENTS
12 OR FEWER.".
