25 "SECTION 1. Legislative declaration. (1) The general
26 assembly finds and declares that:
27 (a) Colorado has continued to improve access to high-quality
28 work-based learning through the creation of tools like the work-based
29 learning continuum, work-based learning quality expectations, and the
30 talent development glossary;
31 (b) The Colorado department of higher education and the
32 Colorado commission on higher education find that work-based learning
33 opportunities significantly enhance a student's exposure to the workforce
34 and empower students with the skills necessary to succeed in a rapidly
35 evolving economy; and
36 (c) The Colorado department of higher education and the
37 Colorado commission on higher education find that work-based learning
38 opportunities are a critical element of postsecondary success and blur the
39 lines between K-12 education, postsecondary education, and the
40 workplace in all fields;
41 (2) The general assembly finds, therefore, that Colorado's learners
42 and earners will be well-served by the expansion of work-based learning
43 opportunities that are strategically developed, monitored, and
44 continuously improved, and function as a part of an intentionally designed
45 and managed effort among institutions of higher education, program
46 design experts, workforce development and economic experts, and
47 industry leaders, particularly industry leader employers in high-demand
48 fields.
49 SECTION 2. In Colorado Revised Statutes, add article 82 to title
50 23 as follows:

52 Work-based Learning Consortium
53 Pilot Program
54 23-82-101. Definitions. AS USED IN THIS ARTICLE 82, UNLESS THE
55 CONTEXT OTHERWISE REQUIRES:

1 (1) "CONSORTIUM" MEANS THE WORK-BASED LEARNING
2 CONSORTIUM CONVENED PURSUANT TO SECTION 23-82-102 (2)(a).
3 (2) "DEPARTMENT" MEANS THE DEPARTMENT OF HIGHER
4 EDUCATION CREATED AND EXISTING PURSUANT TO SECTION 24-1-114.
5 (3) "FUND" MEANS THE HIGHER EDUCATION WORK-BASED
6 LEARNING CONSORTIUM FUND.
7 (4) "INSTITUTION OF HIGHER EDUCATION" MEANS:
8 (a) A STATE INSTITUTION OF HIGHER EDUCATION, AS DEFINED IN
9 SECTION 23-18-102, OR AN ACCREDITED CAMPUS OF A STATE INSTITUTION
10 OF HIGHER EDUCATION;
11 (b) A PARTICIPATING PRIVATE INSTITUTION OF HIGHER EDUCATION,
12 AS DEFINED IN SECTION 23-18-102;
13 (c) A LOCAL DISTRICT COLLEGE, AS DEFINED IN SECTION
14 23-71-102; AND
15 (d) AN AREA TECHNICAL COLLEGE, AS DEFINED IN SECTION
16 23-60-103.
17 (5) "INDUSTRY-SPONSORED PROJECTS" MEANS PROJECTS THAT
18 CREATE A HIGH-QUALITY OPPORTUNITY FOR STUDENTS IN WHICH THE
19 WORK-BASED LEARNING CONTENT WILL ENHANCE EDUCATIONAL
20 LEARNING OBJECTS OF THE PROJECT AND COURSES TO WHICH THE PROJECT
21 IS APPLIED. "INDUSTRY-SPONSORED PROJECTS" ARE A TYPE OF
22 WORK-BASED LEARNING.
23 (6) "PILOT PROGRAM" MEANS THE WORK-BASED LEARNING
24 CONSORTIUM PILOT PROGRAM CREATED IN SECTION 23-82-102 (1).
25 (7) "WORK-BASED LEARNING" HAS THE SAME MEANING AS SET
26 FORTH IN SECTION 8-83-601.
27 23-82-102. Work-based learning consortium pilot program -
28 created - duties - repeal. (1) THE WORK-BASED LEARNING CONSORTIUM
29 PILOT PROGRAM IS CREATED IN THE DEPARTMENT. UPON RECEIVING
30 SUFFICIENT FUNDS AS DESCRIBED IN SECTION 23-82-104 (1), THE
31 DEPARTMENT SHALL ESTABLISH, IMPLEMENT, MANAGE, AND MAINTAIN
32 THE WORK-BASED LEARNING CONSORTIUM PILOT PROGRAM.
33 (2) THE PURPOSE OF THE PILOT PROGRAM IS TO:
34 (a) DEMONSTRATE THE VALUE OF WORK-BASED LEARNING IN
35 POSTSECONDARY CURRICULA BY STUDYING THE IMPACT OF
36 INDUSTRY-SPONSORED PROJECTS ON COURSE OBJECTIVES AND LEARNING
37 OUTCOMES;
38 (b) PROMOTE THE ADOPTION OF WORK-BASED LEARNING IN HIGHER
39 EDUCATION BY WORKING WITH FACULTY AT PARTICIPATING INSTITUTIONS
40 OF HIGHER EDUCATION TO EMBED PROJECT-BASED LEARNING
41 OPPORTUNITIES INTO CREDIT-BEARING PROGRAMS;
42 (c) PROVIDE BROADER ACCESS TO COLLEGIATE WORK-BASED
43 LEARNING FOR STUDENTS;
44 (d) MEASURE THE IMPACT OF WORK-BASED LEARNING ON
45 PARTICIPATING STUDENTS; AND
46 (e) LEARN HOW INSTITUTIONS OF HIGHER EDUCATION CAN
47 INCREASE THE VALUE OF POSTSECONDARY EDUCATION THROUGH CAREER
48 EXPOSURE AND PREPAREDNESS.
49 (3) (a) PENDING THE RECEIPT OF SUFFICIENT FUNDS, THE
50 DEPARTMENT SHALL CONVENE A CONSORTIUM OF THE FOLLOWING
51 REPRESENTATIVES AFTER THE EFFECTIVE DATE OF THIS SECTION:
52 (I) AT LEAST THREE REPRESENTATIVES FROM EACH PARTICIPATING
53 INSTITUTION OF HIGHER EDUCATION, WHO MAY BE PARTICIPATING
54 FACULTY MEMBERS, LEADERS FROM A CAREER CENTER, CHIEF ACADEMIC
55 OFFICERS, OR PROVOSTS;
56
1 (II) A MEMBER FROM THE COLORADO COMMISSION ON HIGHER
2 EDUCATION;
3 (III) MEMBERS OF THE COLORADO DEPARTMENT OF LABOR AND
4 EMPLOYMENT;
5 (IV) A MEMBER OF THE COLORADO DEPARTMENT OF EDUCATION;
6 AND
7 (V) A LOCAL OR NATIONAL SUBJECT MATTER EXPERT WITH
8 EXPERIENCE IMPLEMENTING WORK-BASED LEARNING.
9 (b) THE CONSORTIUM SHALL MEET FOR THREE YEARS AFTER THE
10 EFFECTIVE DATE OF THIS SECTION.
11 (c) THE DEPARTMENT SHALL SELECT THE PARTICIPATING
12 INSTITUTIONS OF HIGHER EDUCATION DESCRIBED IN SUBSECTION (3)(a) OF
13 THIS SECTION BASED ON AVAILABLE FUNDING AND OTHER CRITERIA
14 ESTABLISHED BY THE DEPARTMENT.
15 (d) THE DEPARTMENT SHALL WORK WITH THE COLORADO
16 DEPARTMENT OF LABOR AND EMPLOYMENT AND THE OFFICE OF ECONOMIC
17 DEVELOPMENT, AS RELEVANT SUBJECT MATTER EXPERTS, TO FACILITATE
18 EMPLOYER ENGAGEMENT AND TO PROMOTE INDUSTRY-SPONSORED
19 PROJECTS.
20 (e) THE MEMBERS OF THE CONSORTIUM SERVE WITHOUT
21 COMPENSATION AND WITHOUT REIMBURSEMENT FOR EXPENSES.
22 (f) SUBJECT TO AVAILABLE FUNDING, FACULTY PARTICIPANTS
23 FROM PARTICIPATING INSTITUTIONS OF HIGHER EDUCATION MAY RECEIVE
24 A STIPEND FROM THE FUND.
25 (4) THE CONSORTIUM SHALL:
26 (a) WORK WITH EACH PARTICIPATING INSTITUTION OF HIGHER
27 EDUCATION'S FACULTY TO EMBED INDUSTRY-SPONSORED PROJECTS IN
28 COURSE CURRICULUM THAT MEET THE WORK-BASED LEARNING QUALITY
29 STANDARDS ESTABLISHED PURSUANT TO SECTION 8-83-602 (5);
30 (b) WORK WITH THE DEPARTMENT TO DETERMINE THE IMPACT OF
31 INDUSTRY-SPONSORED PROJECTS;
32 (c) WORK WITH A THIRD-PARTY PLATFORM TO CONNECT FACULTY
33 FROM PARTICIPATING INSTITUTIONS TO EMPLOYERS FOR THE PURPOSE OF
34 DEVELOPING HIGH-QUALITY PROJECT-BASED LEARNING OPPORTUNITIES
35 FOR CLASSROOM INSTRUCTION;
36 (d) ADVISE THE COLORADO COMMISSION ON HIGHER EDUCATION
37 ON STRATEGIES TO IMPROVE STUDENT ACCESS TO HIGH-QUALITY,
38 WORK-BASED LEARNING OPPORTUNITIES FOR STUDENTS BASED ON
39 PARTICIPATING FACULTY MEMBERS ' EXPERIENCE EMBEDDING
40 INDUSTRY-SPONSORED PROJECTS INTO CURRICULUM;
41 (e) DEVELOP BEST PRACTICES FOR INSTITUTIONS OF HIGHER
42 EDUCATION TO EXPAND ACCESS TO WORK-BASED LEARNING IN THE
43 CLASSROOM THROUGH INDUSTRY-SPONSORED PROJECTS; AND
44 (f) DEVELOP FINDINGS AND RECOMMENDATIONS BASED ON THE
45 CONSORTIUM'S DUTIES DESCRIBED IN THIS SUBSECTION (4).
46 (5) THE THIRD-PARTY PLATFORM DESCRIBED IN SUBSECTION (4)(c)
47 OF THIS SECTION MUST:
48 (a) WORK, AS NECESSARY, WITH THE DEPARTMENT OF LABOR AND
49 EMPLOYMENT, INSTITUTIONS OF HIGHER EDUCATIONS' CAREER SERVICES
50 AND WORKFORCE DEVELOPMENT TEAMS, THE OFFICE OF ECONOMIC
51 DEVELOPMENT, AND THE DEPARTMENT TO RECRUIT INDUSTRIES TO
52 PARTICIPATE IN INDUSTRY-SPONSORED PROJECTS;
53 (b) WORK WITH EACH PARTICIPATING INSTITUTION OF HIGHER
54 EDUCATION'S FACULTY TO SUPPORT THEIR WORK ALIGNING
55 INDUSTRY-SPONSORED PROJECTS WITH EXISTING CONTENT AND
56 CURRICULA, INCLUDING, BUT NOT LIMITED TO:
1 (I) USING MODELS TAILORED TO DIFFERENT DISCIPLINES,
2 STUDENT-TEAM COLLABORATION FRAMEWORKS, INCLUDING PROJECT
3 GUIDELINES AND EXPECTATIONS AND FACULTY-INTEGRATED
4 EXPERIENTIAL LEARNING MODELS;
5 (II) PARTNERING WITH EACH PARTICIPATING INSTITUTION OF
6 HIGHER EDUCATION'S CAREER SERVICES OR WORKFORCE DEVELOPMENT
7 TEAM AND FACULTY AND STAFF TO DEVELOP A STRATEGY TO GROW THEIR
8 INDUSTRY AND EMPLOYER NETWORKS;
9 (III) WORKING WITH PARTICIPATING INSTITUTIONS OF HIGHER
10 EDUCATION TO DEVELOP NEW EMPLOYER ENGAGEMENT STRATEGIES TO
11 EXPAND INDUSTRY COLLABORATION;
12 (IV) PROVIDING AN ONLINE PLATFORM FOR STRUCTURED
13 W O R K - B A S E D L E A R N I N G O P P O R T U N I T I E S , I N C L U D I N G
14 INDUSTRY-SPONSORED PROJECTS THAT ARE SHARED WITH PARTICIPATING
15 INSTITUTIONS OF HIGHER EDUCATION;
16 (V) PROVIDING PROJECT-BASED LEARNING MODELS TO SUPPORT
17 PROGRAM DEVELOPMENT;
18 (VI) PROVIDING DATA AND IMPACT REPORTS; AND
19 (VII) PROVIDING INSTITUTIONAL SUPPORT AND TRAINING,
20 INCLUDING SUPPORT FOR FACULTY THROUGH TRAINING WORKSHOPS ON
21 INTEGRATING EXPERIENTIAL LEARNING INTO CURRICULA; A CUSTOM
22 CONSORTIUM DASHBOARD FOR TRACKING PROJECTS, STUDENT PROGRESS,
23 AND INSTITUTIONAL ENGAGEMENT; BEST PRACTICE GUIDES FOR SCALING
24 ACROSS PROGRAMS AND DEPARTMENTS; AND A RESOURCE HUB WITH CASE
25 STUDIES.
26 (6) (a) NO LATER THAN THREE YEARS AFTER THE EFFECTIVE DATE
27 OF THIS SECTION, THE CONSORTIUM SHALL COMPLETE AND SUBMIT A
28 REPORT TO THE EDUCATION COMMITTEES OF THE HOUSE OF
29 REPRESENTATIVES AND THE SENATE, OR THEIR SUCCESSOR COMMITTEES,
30 ON THE FOLLOWING:
31 (I) A DESCRIPTION OF THE CONSORTIUM'S FINDINGS AND
32 RECOMMENDATIONS DESCRIBED IN SUBSECTION (4)(f) OF THIS SECTION;
33 (II) THE DETAILS OF THE CONSORTIUM'S IMPACTS ON
34 PARTICIPATING INSTITUTIONS OF HIGHER EDUCATION AND THE EFFECTS OF
35 CREATING ADDITIONAL WORK-BASED LEARNING ACTIVITIES ON STUDENTS,
36 FACULTY, AND EMPLOYERS; AND
37 (III) RECOMMENDATIONS FOR STATUTORY CHANGES, FINANCIAL
38 RESOURCES, DEPARTMENT POLICY CHANGES, AND INSTITUTIONS OF HIGHER
39 EDUCATION POLICY CHANGES NECESSARY TO IMPROVE SUCCESSFUL
40 WORK-BASED LEARNING OPPORTUNITIES FOR STUDENTS ENROLLED IN
41 INSTITUTIONS OF HIGHER EDUCATION.
42 (b) THIS SUBSECTION (6) IS REPEALED, EFFECTIVE JUNE 30, 2031.
43 23-82-103. Higher education work-based consortium fund -
44 gifts, grants, and donations. (1) THE DEPARTMENT MAY SEEK, ACCEPT,
45 AND EXPEND GIFTS, GRANTS, OR DONATIONS FROM PRIVATE OR PUBLIC
46 SOURCES FOR THE PURPOSES OF THIS ARTICLE 82. THE DEPARTMENT SHALL
47 TRANSMIT ALL MONEY RECEIVED THROUGH GIFTS, GRANTS, OR DONATIONS
48 TO THE STATE TREASURER, WHO SHALL CREDIT THE MONEY TO THE HIGHER
49 EDUCATION WORK-BASED LEARNING CONSORTIUM FUND CREATED IN THIS
50 SECTION.
51 (2) THE DEPARTMENT MAY ACCEPT DONATIONS OF IN-KIND
52 SERVICES FOR THE PURPOSES OF THIS SECTION, INCLUDING FOR TECHNICAL
53 ASSISTANCE.
54 (3) THE HIGHER EDUCATION WORK-BASED LEARNING CONSORTIUM
55 FUND IS CREATED IN THE STATE TREASURY. THE FUND CONSISTS OF GIFTS,
56 GRANTS, AND DONATIONS CREDITED TO THE FUND PURSUANT TO
1 SUBSECTION (1) OF THIS SECTION AND ANY OTHER MONEY THAT THE
2 GENERAL ASSEMBLY MAY APPROPRIATE OR TRANSFER TO THE FUND. THE
3 STATE TREASURER SHALL CREDIT ALL INTEREST AND INCOME DERIVED
4 FROM THE DEPOSIT AND INVESTMENT OF MONEY IN THE FUND TO THE
5 FUND.
6 (4) MONEY IN THE FUND IS CONTINUOUSLY APPROPRIATED TO THE
7 DEPARTMENT FOR PURPOSES OF THIS ARTICLE 82.
8 (5) (a) IF, BY JUNE 30, 2028, THE MONEY IN THE FUND HAS NEVER
9 REACHED OR EXCEEDED TWO MILLION DOLLARS, THE STATE TREASURER
10 SHALL RETURN EACH GRANTOR'S OR DONOR'S GIFT, GRANT, OR DONATION.
11 (b) IF SECTION 23-82-102 TAKES EFFECT PURSUANT TO SECTION
12 23-82-104 (1), ON THE DAY PRIOR TO THE REPEAL OF THE FUND THREE
13 YEARS LATER PURSUANT TO SECTION 23-82-104 (2), THE STATE
14 TREASURER SHALL RETURN FROM THE FUND TO EACH GRANTOR OR DONOR
15 THE MONEY REMAINING IN THE FUND IN AN AMOUNT THAT IS
16 PROPORTIONAL TO THE GRANTOR'S OR DONOR'S SHARE OF THE TOTAL
17 AMOUNT OF GIFTS, GRANTS, OR DONATIONS DEPOSITED TO THE FUND.
18 (c) IF ANY MONEY REMAINS IN THE FUND AFTER THE STATE
19 TREASURER RETURNS MONEY TO DONORS OR GRANTORS AS DESCRIBED IN
20 SUBSECTION (5)(a) OR (5)(b) OF THIS SECTION, AS APPLICABLE, THE STATE
21 TREASURER SHALL, PRIOR TO THE REPEAL OF THE FUND, TRANSFER ALL
22 UNEXPENDED AND UNENCUMBERED MONEY IN THE FUND TO THE GENERAL
23 FUND.
24 23-82-104. Effective dates - repeal of part - notice to revisor of
25 statutes. (1) SECTION 23-82-102 WILL TAKE EFFECT IF THE FUND
26 RECEIVES TWO MILLION DOLLARS IN GIFTS, GRANTS, OR DONATIONS FOR
27 PURPOSES OF THIS ARTICLE 82. THE EXECUTIVE DIRECTOR OF THE
28 DEPARTMENT OF HIGHER EDUCATION SHALL NOTIFY THE REVISOR OF
29 STATUTES IN WRITING OF THE DATE WHEN THE CONDITION SPECIFIED IN
30 THIS SECTION HAS OCCURRED BY EMAILING THE NOTICE TO
31 REVISOROFSTATUTES.GA@COLEG.GOV. SECTION 23-82-102 TAKES EFFECT
32 UPON THE DATE IDENTIFIED IN THE NOTICE THAT THE DEPARTMENT
33 RECEIVES TWO MILLION DOLLARS IN GIFTS, GRANTS, OR DONATIONS FOR
34 PURPOSES OF THIS SECTION OR, IF THE NOTICE DOES NOT SPECIFY THAT

19 COLORADO WORKFORCE DEVELOPMENT COUNCIL FOR INCLUSION IN THE
20 TALENT DEVELOPMENT GLOSSARY.
21 (2) THE PURPOSE OF THE LIST OF TERMS IS TO:
22 (a) AUGMENT THE TALENT DEVELOPMENT GLOSSARY SO THAT
23 COLLEGIATE WORK-BASED LEARNING ACTIVITIES ARE ACCURATELY
24 REFLECTED IN STATEWIDE EFFORTS TO PROMOTE WORK-BASED LEARNING;
25 AND
26 (b) DEMONSTRATE TO INSTITUTIONS OF HIGHER EDUCATION

47 23-83-103. Reporting - repeal. (1) (a) ON OR BEFORE DECEMBER
48 1, 2026, THE DEPARTMENT SHALL WORK WITH INSTITUTIONS OF HIGHER
49 EDUCATION TO DEVELOP DATA COLLECTION AND REPORTING STANDARDS
50 FOR CREDIT-BEARING WORK-BASED LEARNING PROGRAMS FOR THE
51 PURPOSE OF STRENGTHENING THE EVIDENCE BASE TO UNDERSTAND THE
52 IMPACT OF COLLEGIATE WORK-BASED LEARNING EXPERIENCES ON
53 STUDENT OUTCOMES AND CAREER PREPAREDNESS.
54 (b) ON OR BEFORE DECEMBER 2028, AND ANNUALLY THEREAFTER,
55 AND SUBJECT TO DATA AVAILABILITY, INSTITUTIONS OF HIGHER
56 EDUCATION SHALL PROVIDE TO THE DEPARTMENT WORK-BASED LEARNING
1 DATA ON STUDENTS AND DEGREE PROGRAMS USING EXISTING DATA
2 COLLECTION MECHANISMS. THE INFORMATION MUST INCLUDE, AT A
3 MINIMUM:
4 (I) WHETHER A CREDIT-BEARING COURSE INCLUDED WORK-BASED
5 LEARNING FOR EACH ENROLLED STUDENT; AND
6 (II) WHETHER A DEGREE-GRANTING PROGRAM INCLUDES A
7 WORK-BASED LEARNING COMPONENT.
8 (2) BEGINNING JANUARY 2029, AND EACH JANUARY THROUGH
9 2030, THE DEPARTMENT SHALL INCLUDE THE DATA COLLECTED PURSUANT
10 TO SUBSECTION (1) OF THIS SECTION AS PART OF THE DEPARTMENT'S
11 "SMART ACT" HEARING REQUIRED BY SECTION 2-7-203, AND, SUBJECT
12 TO DATA AVAILABILITY, THE FOLLOWING INFORMATION FROM EXISTING
13 DEPARTMENT DATA COLLECTIONS:
14 (a) THE NUMBER AND PERCENTAGE OF DEGREE PROGRAMS THAT
15 REQUIRE A WORK-BASED LEARNING OR INTERNSHIP REQUIREMENT FOR
16 DEGREE COMPLETION BY INSTITUTION OF HIGHER EDUCATION AND DEGREE
17 LEVEL;
18 (b) THE NUMBER AND PERCENTAGE OF STUDENTS WHO COMPLETE
19 A CREDIT-BEARING WORK-BASED LEARNING EXPERIENCE DURING THEIR
20 POSTSECONDARY PROGRAM, DISAGGREGATED BY FIRST-GENERATION
21 STATUS, FULL- AND PART-TIME ENROLLMENT STATUS, TRANSFER STUDENT
22 STATUS, FEDERAL PELL GRANT ELIGIBILITY, RACE, ETHNICITY, AND SEX OR
23 GENDER; AND
24 (c) THE AVERAGE NUMBER OF CREDITS EARNED THAT ARE
25 ASSOCIATED WITH WORK-BASED LEARNING EXPERIENCES ,
26 DISAGGREGATED BY FIRST-GENERATION STATUS, FULL- AND PART-TIME
27 ENROLLMENT STATUS, TRANSFER STUDENT STATUS, FEDERAL PELL GRANT
28 ELIGIBILITY, RACE, ETHNICITY, AND SEX OR GENDER.
29 (3) THE DATA COLLECTED PURSUANT TO THIS SECTION MAY BE
30 USED IN THE STATEWIDE LONGITUDINAL DATA SYSTEM CREATED IN
31 SECTION 24-37.5-125 (2) TO ANALYZE THE ROLE OF WORK-BASED
32 LEARNING ON STUDENT PERFORMANCE AND OUTCOMES.
33 SECTION 4. In Colorado Revised Statutes, 23-3.3-401, add (4)
34 as follows:
35 23-3.3-401. Work-study program established - requirements.
36 (4) FUNDS APPROPRIATED TO THE COMMISSION MAY BE USED BY THE
37 COMMISSION TO COVER THE COSTS OF WORK-BASED LEARNING
38 REQUIREMENTS FOR STUDENTS WHO ARE REQUIRED TO COMPLETE
39 CREDIT-BEARING WORK-BASED LEARNING REQUIREMENTS TO GRADUATE
40 FROM AN INSTITUTION OF HIGHER EDUCATION. FUNDING USED FOR THE
41 PURPOSES OF THIS SUBSECTION (4) IS EXEMPT FROM THE REQUIREMENTS
42 TO USE A STUDENT EMPLOYMENT CONTRACT.
43 SECTION 5. Act subject to petition - effective date. This act
44 takes effect at 12:01 a.m. on the day following the expiration of the
45 ninety-day period after final adjournment of the general assembly; except
46 that, if a referendum petition is filed pursuant to section 1 (3) of article V
47 of the state constitution against this act or an item, section, or part of this
48 act within such period, then the act, item, section, or part will not take
49 effect unless approved by the people at the general election to be held in
50 November 2026 and, in such case, will take effect on the date of the
51 official declaration of the vote thereon by the governor.".

41 "SECTION 5. In Colorado Revised Statutes, 24-48.5-502, amend
42 (3)(c), (3)(d), and (3)(f) as follows:

1 24-48.5-502. Universal high school scholarship program -
2 established - administration - cash fund - eligibility. (3) (c) The state
3 treasurer shall transfer all unexpended and unencumbered money in the
4 cash fund on December 30, 2026 JUNE 30, 2027, to the general fund.
5 (d) For state fiscal year 2023-24, the general assembly shall
6 appropriate twenty-five million dollars from the cash fund for the
7 program. Any unexpended or unencumbered money appropriated
8 pursuant to this subsection (3)(d) remains available for expenditure for
9 the same purpose in the 2024-25 2025-26 state fiscal year without further
10 appropriation. Except as otherwise permitted in this subsection (3), the
11 office shall use the money for scholarship awards.
12 (f) The office may, on or before December 31, 2023, allocate
13 money from the program appropriation for the direct and indirect costs
14 associated with the administration of the program; except that
15 expenditures for administrative costs shall not exceed six percent of the
16 total appropriation. The office shall use the money described in this
17 subsection (3)(f) that was not allocated for administrative costs on or
18 before December 31, 2023, for scholarship awards. EXPENDITURES FOR
19 THE ADMINISTRATIVE COSTS OF THE PROGRAM MUST NOT EXCEED ONE
20 MILLION FIVE HUNDRED THOUSAND DOLLARS.
506 21 SECTION 6. In Colorado Revised Statutes, amend 24-48.5-
22 as follows:
23 24-48.5-506. Repeal of part. This part 5 is repealed, effective
24 December 31, 2026 JULY 1, 2027.".
