as follows, and as so amended, be referred to the Committee of the Whole with favorable
recommendation.
Amend printed bill, page 2, line 3, strike "(2)(d)" and substitute "(2)(d); and
add (7)".
Page 2, line 6, before "- definitions." insert "- rules".
Page 3, after line 15 insert:
"(7) THE ATTORNEY GENERAL MAY ADOPT RULES AS NECESSARY FOR

47 "SECTION 2. Act subject to petition - effective date -
48 applicability. (1) Section 6-1-732 (1)(d), Colorado Revised Statutes, as
49 enacted in section 1 of this act, takes effect February 16, 2026, and the
50 remainder of the act takes effect at 12:01 a.m. on the day following the
51 expiration of the ninety-day period after final adjournment of the general
52 assembly; except that, if a referendum petition is filed pursuant to section
53 1 (3) of article V of the state constitution against this act or an item,
54 section, or part of this act within such period, then the act, item, section,
1 or part will not take effect unless approved by the people at the general
2 election to be held in November 2026 and, in such case, will take effect
