6 TO CREATE AN ONLINE RESOURCE DIRECTORY FOR INDIVIDUALS SEEKING
7 BEHAVIORAL HEALTH SERVICES IN COLORADO, WHICH MUST INCLUDE THE

18 BY THE STATE OF COLORADO; AND
19 (V) ANY OTHER RESOURCES AS DETERMINED BY THE STATE
20 DEPARTMENT.
21 (b) FOR EACH PROVIDER ADDED TO THE DIRECTORY PURSUANT TO
22 SUBSECTION (1)(a)(II), (1)(a)(III), OR (1)(a)(IV) OF THIS SECTION, THE
23 FOLLOWING INFORMATION SHALL BE INCLUDED, WHEN POSSIBLE:
24 (I) THE PROVIDER'S NAME, WEBSITE ADDRESS, AND TELEPHONE
25 NUMBER;
26 (II) THE TYPES OF TREATMENT OR SERVICES PROVIDED; AND
27 (III) LANGUAGES SERVED.
28 (2) THE ONLINE DIRECTORY SHALL BE AVAILABLE IN BOTH
29 ENGLISH AND SPANISH.
30 (3) THE STATE DEPARTMENT MAY SOLICIT, ACCEPT, AND EXPEND
31 ANY GIFTS, GRANTS, OR DONATIONS FROM PRIVATE OR PUBLIC SOURCES TO
32 IMPLEMENT THE PROVISIONS OF THIS SECTION AND FOR THE
33 DEMOGRAPHIC-SPECIFIC, TARGETED, AND DESTIGMATIZED DIGITAL
34 MESSAGING DEVELOPED AND DISTRIBUTED PURSUANT TO SECTION
35 27-71-103, REGARDLESS OF WHETHER THE GIFT, GRANT, OR DONATION IS
36 PRESENTED IN A DIGITAL FORMAT.".

30 dated February 5, 2020, and substitute:

32 "Amend printed bill, strike everything below the enacting clause and
33 substitute:
34 "SECTION 1. In Colorado Revised Statutes, 24-31-606, amend
35 (2)(e), (2)(f), (2)(g), (2)(k), and (2)(l); and add (3) as follows:
36 24-31-606. Safe2tell program - creation - duties. (2) The
37 program must:
38 (e) Promptly forward information received by the program to the
39 appropriate law enforcement or public safety agency or school officials.
40 THE PROGRAM IS NOT REQUIRED TO FORWARD INFORMATION IF THE CALL
41 WAS TRANSFERRED TO THE STATEWIDE BEHAVIORAL CRISIS RESPONSE
42 SYSTEM CREATED PURSUANT TO SECTION 27-60-103.
43 (f) Train law enforcement dispatch centers, school districts,
44 individual schools, and other entities determined by the attorney general
45 on appropriate awareness and response to safe2tell tips. TRAINING
46 MATERIALS OUTLINING APPROPRIATE RESPONSE TO SAFE2TELL TIPS MAY
47 BE DEVELOPED IN COLLABORATION WITH STAKEHOLDERS TO ENSURE
48 STANDARDIZED MESSAGING.
49 (g) Provide safe2tell awareness and education EDUCATIONAL
50 materials to all preschool, elementary and secondary schools in Colorado
51 WITH A PRIMARY FOCUS ON TARGETING MARKETING MATERIALS TO
52 COLORADO SCHOOL-AGE CHILDREN, TEACHERS, ADMINISTRATORS,
53 EDUCATION PROFESSIONALS, AND, SUBJECT TO AVAILABLE FUNDS, OTHER
54 YOUTH-RELATED ORGANIZATIONS, INCLUDING BOYS AND GIRLS CLUBS AND
55 4-H EXTENSION OFFICES, at no charge to the school on or before June 30,
1 2017, and annually each fiscal year thereafter OR RECIPIENT;
2 (k) Provide training and support to all preschool, elementary and
3 secondary schools and school districts in Colorado regarding school
4 safety related to the safe2tell program, including answering questions and
5 discussing reports received by the program;
6 (l) Provide educational materials to all preschool, elementary and
7 secondary schools in Colorado aimed at preventing misuse of the
8 program;
9 (3) ON OR BEFORE FEBRUARY 1, 2021, THE DEPARTMENT, IN
10 COLLABORATION WITH STAKEHOLDERS, SHALL DEVISE A PROCESS AND
11 DEVELOP STANDARDIZED PROTOCOLS SO THAT ANY COMMUNICATION
12 RELATED TO MENTAL HEALTH OR SUBSTANCE USE RECEIVED BY
13 SAFE2TELL, INCLUDING ANY COMMUNICATION RELATED TO ANOTHER
14 PERSON, MAY BE TRANSFERRED, AS APPROPRIATE, TO THE STATEWIDE
15 BEHAVIORAL CRISIS RESPONSE SYSTEM CREATED PURSUANT TO SECTION
16 27-60-103.
